Located in the north central part of Pennsylvania, the district shares a border to the north with New York, with District 4 to the east, Districts 5 and 8 to the south, and District 2 to the west. District 3 has headquarters in the city of Montoursville, which is in Lycoming County.

It is a worldwide tournament, featuring teams from the U.S., Canada, Latin America, Europe, Asia and the Middle East. Over the ten-day tournament, Williamsport and surrounding boroughs is host to over 300,000 visitors.

District 3 is a rural district with the largest population density in Lycoming County (population 117,668). Though the district is rural, PennDOT has a total of 11,515 linear miles of road to maintain and supervise in District 3.

In 2011, District 3 saw a total of 5,440 car accidents, which resulted in 78 deaths and 5,535 injuries. The amount of crashes in District 3 makes up only 4.3 percent of all car accidents in the state. As for trucking, there were a total of 54 fatal truck crashes in District 3 between 2006 and 2010, most of which occurred in Lycoming County.

District 3 touches the west side of the Pocono Mountains, so in the fall and winter months, the district receives heavy snowfall. The intense cold and snowy conditions make winter driving dangerous in this district.
